The Mobius Chair was created by Metron as the New God grew obsessed with his quest for knowledge.
He dedicated his life to the creation of a device that could traverse time and space.
It could ride the dimension winds of time-space. It can defy any barrier, but the one which guards the secret of The Source.
The New 52
In the post Flashpoint Timeline the Mobius Chair was created by The Anti Monitor in order traverse his universe. Some time later he gave it to Metron.
Functions/Abilities
Comic Awareness: The Mobius Chair gifts its user near-omniscient sight and understanding of the universe. It contains all knowledge of the New Gods, maps and history of all locations visited by Metron. It was later imbued with the power of Doctor Manhattan. This added Manhattan's "atemporal vision" to the chair, the ability to see the past, present, and future simultaneously.
Life Sustenance: Users don't need to breathe, eat or sleep whilst on the chair plus it allows them to survive rigorous environment.

Elseworlds
In Superman: The Dark Side, Darkseid kills Metron for withholding the Anti-Life Equation and gives the chair later to a bitter Mr. Miracle who uses it to travel the universe.
A similar chair appeared in Alarming Tales #1 (September 1957) as “Donnegan’s Daffy Chair”.
