The Psi-Scimitar is a mystical artifact from the other dimension known as Skartaris. This artifact is capable of producing the blade of flaming energy that can cut through almost anything.
Archaeologist Raza Kattuah found the Psi-Scimitar and became its owner.
Raza has called himself Rustam (the name of an ancient Persian hero) and led the terrorist organization Jihad. Rustam was killed in a battle with his arch-enemy Rick Flag, who took over the Psi-Scimitar.
