The Tome of History was created by Harbinger and holds secrets of many superheros including Superman and Batman. It was created during or after the Crisis on Infinite Earths and launched into space. It was not supposed to come into an orbit of another planet for ten million years.
It was intercepted by the Manhunters and used to establish spies to closely monitor several superheroes. This sabotaged the Millennium event.
