Initially created by Per Degaton, a member of Injustice Society of the World. He didn't go far enough with it. However he used it merely to paralyze the will. Vandal Savage have improved his beam so he could control the will.

By preventing two Flashes (Barry Allen and Jay Garrick) for teaming up against Vandal Savage by using the Will-Controller to make them battle each other instead of him. He wished to capture them both. He planned using beam of this Will-Controller hit them to fight another one, for the privilege of capturing Vandal.
