All-Negro Comics Inc was started by Orrin C. Evans with partners Harry Saylor, Bill Driscoll, and a few others. He hoped to address the absence of black heroes in popular culture and to set "high moral and educational standards."

All though they had great ambitions, they were only able to publish one issue of All-Negro Comics for June 1947.
A second issue was planned and artwork made for the comic, but the publishers could not find enough vendors willing to sell their comics and they soon folded.
