HISTORY

The Night Riders are a group of masked men who terrorize the citizens of Fleetsville by whipping men to death.

Photographer Paul Patton goes on assignment with Ruth Ransom, "girl reporter", to investigate the activities of the Night Riders. When they whip Paul Patton badly, he survives the attack and is compelled to become The Fox. He returns to Fleetsville to track down the thugs. He finds them as they are in the process of whipping the sheriff to death, with Ruth Ransom standing captive. One of the masked men informs Ruth that she is "next".

The Fox uses his camera and fists to expose the Night Riders and put an end to their rein of terror.
