Led by the mighty High Guard, the Command was considered the greatest superteam on Earth. They were known to possess at least two bases, one being located in outer-space and another, known as the “Kraken,” being located under the sea. The latter was constructed by Battery using funds obtained from the mysterious super-loanshark, Mr. Pierce. After Battery was brutally assassinated, his debts were passed on to the rest of the Command, which brought them into conflict with the Paybacks.
