Originally one of the competing factions that arose among Dr. Jacob Kriegstein's super-powered forces following his death, Anthem is dedicated to the premise that super-powered individuals are inherently dangerous. Many of them have been depowered, although they retain several Strike Force (sometimes styled Strikeforce) teams of super-powered individuals.

Their most notable presence is in Harmony, Indiana. They have a contractual relationship to protect the town and exercise drastic discipline through their flag-masked Bellwethers.

Following an ill-advised attempt to recruit Midnighter, Anthem's two leaders (soon to be one) reached an agreement with The Authority. They were allowed to continue to operate but The Authority would monitor them through a direct connection between Anthem's database and The Carrier.
