In reality, B.U.L.W.A.R.K (Bureaus United in Legalistic Works Against Restrictive Knavery) is a metafictional organization which appeared in the old comics of General Glory. If such organization really exists or has existed in the mainstream earth is unknown.

As many other elements related to General Glory, himself a parody of Captain America, BULWARK was a parody of Marvel's SHIELD organization.
