Origin

The Circus of Maggots was formed by Melmoth of larval Sheeda spine-riders. It is unclear where he got them from.

Creation

The Circus of Maggots was created by Grant Morrison and Doug Mahnke. They made their first appearance in Seven Soldiers: Frankenstein #1.

Seven Soldiers of Victory

In 1870 the Circus, under the control of Melmoth, attacks Frankenstein on a train. The train crashes and burns, and the Circus goes dormant. They are awakened some time later, and one member attaches to Uglyhead and matures into a spine-rider. The remainder of the Circus are called up during the prom at the local high school, where they attack and feed on the students. They are apparently destroyed when Frankenstein burns down the school.
