The Effigy Corps first appeared in a hallucination created by the Controllers and used on Green Lantern  Kyle Rayner.  This Effigy Corps was formed of Kyle's old enemies which included  Effigy, Fatality, Sinthia, and even a Manhunter Android.  They were defeated by Kyle's own illusory Green Lantern Corps.  Afterward, Kyle pursued the Controllers and learned that an Effigy Corps really was being created by them.  However, the subjects in the Corps were more or less mindless puppets and easy to defeat.  After this incident, the Controllers lost interest in creating an Effigy Corps, deeming it to be too unstable.  Instead, they turned their sights toward Okaara and the Orange Light hidden there.
