Origin

Assemebled by Roy Harper a.k.a Arsenal, the Iron Rule was meant to be a team that not only made money as mercenaries, but did some good for the world in the process. All was well until the team was dispatched to oust a dictatorship controlling a city in Qurac. During the operation, Roy left the city to handle a matter in another part of the country. While he was away, the team not only liberated the city, but slaughtered everyone in it when they failed to take control of the city for themselves. Upon his return, Roy learns of what transpires and captures his estranged team. Despite their pleas, Arsenal ties them up,hacks into a drone carrying a radiological warhead, and directs it to drop its payload on top of them. He then leaves the city, believing his former allies dead. However, his former friends survived, mutated by the radiation and imbued with superpowers. They began operating as mercenaries again, all the while waiting for the chance to take revenge upon Arsenal.
