Formed under the original Atomic Skull, SKULL recruited disgraced scientists to bolster its ranks.
The criminal organization known as SKULL originally operated from Metropolis. They were a loosely organized group of criminals who banded together in an attempt to rival the city's other big gang, the 100. The group began to achieve notoriety when Dr. Albert Michaels (the Atomic Skull) began to work with them. Michaels recruited other brilliant scientists to the organization - although he remained the mastermind.
Team Evolution
Although they enjoyed successes here and there in Metropolis, SKULL found themselves put out of business by Superman time and again. Eventually, Michaels (as the Atomic Skull) left the group in order to fight solo and SKULL was left to reorganize itself in other parts of the U.S. They went on to battle the original Outsiders team and had a long-running feud with the terrorist organization Kobra.
