When Thanagar conquered the Slithians, their peace representatives were not in a position to negotiate for the welfare of their people who made up Thanagarian workforce. That's why the Slithian's always serve as menials.

They are a conquered people. Their worlds chose not to cooperate with Thanagar empire, and to refuse the bounties of civilization and government so graciously offered them. They provide us with the goods and resources Thanagar requires.
