The Henchmen are indeed a team of henchmen from different super-criminals of Gotham City. The team is composed of Joe (one of Joker's henchmen), Que (one of Riddler's henchwomen), twins Tommy & Timmy (most likely Two-Face's henchmen), and Jude (one of Calendar Man's henchmen). On their first heist, they quickly defeated by Batman.
