The General Joined together the various streets gang's of Gotham City and trained them as his soldier's of crime in order to win a war against the ruling powers of Gotham City, the Bad Boy Runners, the leading street gang in Gotham, the False Face Society the most powerful mob in Gotham being lead by the Black Mask, the Gotham City Police Force, and the Batman himself. Under the General's leadership they were successfully in removed the threat of the Black Mask's Mob and the Runners but when they attack the GCPD and the Batman's they were all set to juvie hall with the General.
