"Whisper Gang" is a gang of Ukrainian mobsters that control one of four subway lines in Gotham City, taking tolls from passengers as they leave or enter the subway station. Batman interrogated these criminals during the early stages of his hunt for the Talon, not believing him to be anything more than a mere assassin for hire at that point.

Members of the gang receive extensive exotic weapons training overseas, before coming over to the United States; as well, they are forced to wear iron masks for a full year until they have proven themselves, to ensure that they won't "squeal". Batman used this to his advantage, turning a subway train that was passing by into a super magnet, grabbing the faces of all the members forcefully and taking them away to another part of Gotham.
