Black Cloaks

Police-like organization of relatively recent creation in the city of Kiros. They are tasked with keeping the peace among the various racial and geographic factions of the city. They are widely feared and disliked but seem to be quite honorable and useful. They wear black cloaks and carry M.E.G. sidearms.

Creation

The Black Cloaks were created by Kelly Thompson and Meredith McClaren in Black Cloak 1.

Description

Black Cloaks are the peacekeeping and investigative force of the city of Kiros. They are part of the Police Department. Each of the Black Cloaks in the comic carry the title of detective. It is unclear whether all detectives are Black Cloaks, or whether all Black Cloaks are detectives, and whether "Black Cloak" is a nickname for the group or an official title.

The Black Cloaks seem shrouded in mystery and many people fear them. For instance, when Phaedra walks through The Trees, inhabitants all around yell out a warning alerting others to the presence of a Black Cloak, and they all run. In another example, when Phaedra asks some kids for information about a murder, they refuse to talk at first, saying that snitches to the Black Cloaks get stitches.

However, Phaedra and Pax, two black Cloaks, see the Cloaks as an important force for peace, justice, and the enforcement of rules, in opposition to the concept of chaotic clan justice.

Uniform and Gear

Black Cloaks wear a short black cloak. There is some talk about the cloaks being “protective” but that may be metaphoric.

They carry a small blaster pistol known as a M.E.G, or Magic Engine Gun, capable of seriously injuring even highly-durable beings like royal elves.

Influence

Black Cloaks have the ability to make even the Queen and her court answer questions.

On the other hand, Black Cloak chief Captain Gooden seems easily swayed by and vulnerable to the power and influence of the monarchy.

The Cloaks run a Supermax Prison for their worst offenders.
