Cyborgs that control the planetoid that Silas crashed on. When the planetoid ran out of raw material to sell, they started capturing, torturing, and selling the victims that crashed to the planetoid due to it's high gravitational field. The cyborgs were created by the Ono Mao by converting the captured and turning them into slave labor.
