Crime czar, Vendetta, brought together the group under field-leader Blackjak, a former Youngblood trainee. Their first recruit was Tajana Juarez, whom they gave powers and redubbed Vort-X, followed by Arson. They attempted to recruit ShadowHawk as their fourth member, but he declined membership in the "crime cartel". The group was joined shortly thereafter by Hardedge and dubbed themselves The Reguators. They served under Vendetta for two years, before deciding to go freelance. It was shortly that they met their sixth member, the beautiful woman known as Scandal.
