The piglets are owned by the Wizard of Oz. They're small piglets from the island of Teenty-Weent, the Wizard got the Piglets from a sailor in exchange for nine tickets to the circus.
Some accounts portray the Piglets as being given to the Wizard to keep them and properly educate them.
