Origin

After the New Warriors took on villains that they were ill-equipped to handle, Standford, CT was destroyed in a nuclear-like explosion. To get the superheroes a semblance of checks and balances, Tony Star sponsored the Super-Hero Registration Act, which would require all superheroes to work for the government. Part of the act was the establishment of the 50-State Initiative, where each of the U.S. states would receive their own version of the Avengers, with heroes trained by former and active Avengers. The Action Pack was assigned to Kentucky.

Creation

Action Pack was created by Dan Slott and Stefano Caselli in 2007 and first appeared in Avengers: The Initiative # 7.

Major Story Arcs

Secret Invasion

Once the fighting of Secret Invasion (an attempted Skrull takeover of Earth) began, the Skrull Kill Krew was teleported to Action Pack base by Devil-Slayer. Through his special glasses, Krew member, 3-D Man, saw that the thing everyone thought was Frog Man was really a Skrull. The Krew instantly killed the alien.

Vox and Prima Donna then went to Times Square where they assisted in the fight against the Skrulls. The battle moved to Central Park and Earth's forces one. The real Frog Man was found captured in a Skrull spaceship. He took therapy and readjustment classes following the incident.

Fear Itself

Commander Steve Rogers informs Prodigy of the unknown meteors that have fallen from the heavens and mass panic is on the horizon. Rogers asks Prodigy to gather heroes on a volunteer basis to help keep the peace and lead a new Initiative where there is no forced conscription or registration. Prodigy agrees to become the leader of the new Initiative and most of the former Initiative teams gather in Washington DC, including Action Pack.

Disbandment

Many years after the Initiative officially stopped training heroes, Vox and Prima Donna rejected their government control to create their own superhero team: The Paladins.
