The mutants of a dystopian future, scorned by the humans, became Outlanders hunted and persecuted simply for existing.

Origin
After the Rigellian Cataclysm, the mutation rate skyrocketed, with many traits of existing mutants and paranormals being transferred and multiplied. In time only mutants could reproduce and everyone else had to be cloned. In a mirror to the pre-Cataclysm state, again the mutants were hated by the "humans" and driven to the outskirts of society.
Creation
The Outlanders were created by Jeff Parker and Kev Walker and first appeared in Dark Avengers #178.
Team Evolution
Not much is known about the Outlanders, except they are constantly hounded and targeted by the Boss Enforcement Council and in particular Boss Cage. Members of the Outlanders display genetic similarities and mutations to several classic mutants and superhumans such as Nightcrawler and Doctor Octopus.
