The Red Dot Collective debuted in Shang-Chi (2018) #5 by Gene Luan Yang and Dike Ruan.

Chieftain Xin
After Shang-Chi took over his father's criminal network, The Five Weapons Society, Iron Man decided to test if Shang had gone to the dark side. He gave one of his suitcase armors to The Red Dot Collective so they could attempt to sell it to Shang-Chi. Unfortunately for them, Shang-Chi was only posing as a crimelord and attempted to liberate the armor from them. He damaged much of the cybernetics they had implanted in themselves, but they managed to escape by remote controlling the armor as a distraction.
Stark was satisfied with their performance but refused to fix any of their cybernetics. Desperate, they accepted an offer from Shang's grandfather, Chieftain Xin, to join an assembly of criminal organizations targeted by Shang-Chi to help Xin take The Five Weapons Society from Shang-Chi. Xin's plan went south very quickly when Red Dot and the others were all led into a trap Sister Staff, a previously exiled member of the Society. She was part of Xin's war party, but she had already been invited back by Shang-Chi.
To escape, King Wild Man turned Red Dot into a monster that broke them all free from their prison.
The Ten Rings
After the Jade Emperor gifted the Ten Rings of Ta Lo to Shang-Chi, a number of people started gunning for them, including the Red Dot Collective. A disloyal member of the Five Weapons Society leaked the code to the vault they were kept in. The Red Dot showed up with their new enforcer, Red Cannon, who was Sister Hammer in disguise.
Above all though is the Most Revered Game Administrators, who hold a tournament for true ownership of the rings. Ten contestants, each with an individual ring, compete to collect them all. Red Cannon is one of the chosen ten. Shang would enter into an alliance with The Cat but was ultimately betrayed.
Shang was surprisingly defended by Red Cannon, who revealed her true identity. She offered Shang the chance for the Red Dot Collective to become his shadow so that he could stay in the light. Shang-Chi refused it and decided to carry the weight of the Ten Rings and the responsibility of the Five Weapons Society himself.
