The Werewolf Project

The leader of Baron Thunder was superhumanly strong and wanted his fellow Committee members to be as strong. He was obsessed with doing this by exposing his fellow members to werewolf blood. After years of looking for a werewolf in secret, he found Jack Russell, who had inherited his family curse. He pretended his interest in Jack was as an agent of chaos which would wake people out of the mundanity and start panic buying goods and services.

Thunder's initial attempts to capture Jack relied on blackmailing his uncle and now stepfather, Philip Russell. When Philip refused to cooperate, Jack's mother, Laura, was killed. Soon after, he turned to various superhumans and tech-smiths to capture Jack, but none of them were ever successful. The closest Thunder got was when he employed sorcerer, Ma Mayhem. She failed to secure Jack but did apprehend his sister, Lissa, instead.

Ma Mayhem brought Lissa back to Thunder's subterranean lab, where they bided their time to blackmail the werewolf. Unfortunately, Jack came into possession of a magic ring that allowed him to retain human intelligence in his wolf form. He tracked down the lab, and the ensuing fight caused a cave-in. Jack and Lissa managed to escape, but Ma and Thunder were crushed.

The Moon Knight

After the loss of Baron Thunder, the new anonymous leader of the Committee moved the organization away from Thunder's superhuman and financial goals. Instead, they would become a more traditional criminal organization. They were still interested in Jack Russell, but only for the gifts that would make him an excellent assassin.

To apprehend Jack this time, the Committee hired the mercenary, Moon Knight. He was suggested by a committee member who proved to be an undercover informant of Moon Knight's, Frenchie. Moon Knight kept Jack busy all night until he transformed back into a more manageable human form in the morning. He locked Jack up on Committee premises, but when night fall and Jack transformed back to the wolf, Moon Knight released him to attack the Committee members present.

The surviving members of the Committee relocated to Manhattan. They wanted revenge for Moon Knight's portrayal and hired five assassins to target the vigilante. Frenchie was still embedded in their ranks and was able to give Moon Knight a head's up. Moon Knight easily overwhelmed the hitmen, forcing some of them to wire a committee warehouse out to explode of desperation. They would use this to extort their fee and give up on their pursuit of Moon Knight, however, one of the assassins betrayed the others, blowing up what remained of the organization.

The Return

Moon Knight was losing faith in Khonshu and himself, which cause Khonshu to lose power. To reinvigorate him, Khonshu secretly influenced the sons and daughters of the former Committee. They started to rebuild the organization of their fathers, but they first wanted to exact revenge on the man who led to their demise in the first place.

First, they hired Bushman to cripple but not kill Moon Knight, which cost Bushman his life. Marc fell into a deep depression and started to self-medicate. His bad attitude pushed his friends, Marlene and Frenchie, away. They hired a preternaturally observant analyst, The Profile, to read Moon Knight, but an ambitious employee decided to move forward on one of their contingencies without approval.

This employee had Frenchie beaten nearly to death. Instead of torturing Moon Knight, it reinvigorated his need for vengeance. While this was the opposite of what the Committee wanted, it was exactly what Khonshu wanted. Before Moon Knight could get his bearings, the Committee sent Taskmaster to kill him, but it was too late. Moon Knight was his old self again. He got his old moon-copter out of storage and flew it into the Committee's office, destroying the Committee yet again.
