Origin
Jonathan Swift has been the current Blue Streak for a while fighting Captain America. He spent the money he stole during his one and only successful heist on four more power suits, similar to his own. He then recruited his old extreme support buddies to be his new crew.

The Fast Five first appeared in Captain America & the Mighty Avengers #2 by Al Ewing and Luke Ross

Major Story Arcs
Pleasant Hill

During Blue Streak's first heist with his new crew, they were interrupted by the Avengers. After they were arrested, they were sent to Pleasant Hill.
Pleasant Hill was an experimental prison created in secret by Maria Hill with SHIELD resources. By using the cosmic cube, she created a Pleasantville-like small town. Villains were hypnotized and camouflaged to keep them pacified. In The Fast Five's instance, they were convinced they were a couple of harmless skater kids.
Once the illusion failed, the Fast Five went right back to robbing banks. In this case, the Pleasant Hill bank was a cache of most of the locked-up villains' weaponry. They were stopped by SHIELD agents, Avril Kincaid and Wendall Vaughn. They would later boast about how it took two Quasars to take them down.
War of the Realms

After the War of the Realms, The Fast Five hit a Damage Control vehicle that was moving a mix of Dark Elf and Asgardian weaponry that was being transported to a safe location. Green Light got her hands on a Dark Elf crossbow that never misses, and Silver Ghost grabbed a scroll with a powerful fire spell.
Jane Foster, as the new Valkyrie, tried to stop them, but Gold Rush, as the team's coward, made his escape with Dragonfang, the sword of the original Valkyrie. Jane was motivated to get the weapon of her friend back, but she was forced to stay behind and capture the four other members of the Fast Five.
While making his escape, Gold Rush is attacked by Bullseye and killed with Dragonfang, who needed it for a job.
