Kraven the Hunter was setting up a game hunt for the rich and powerful against the many animal-themed rogues of Spider-Man. He hired Arcade to help him set up the tech, including a contingency if Spider-Man got involved. They kidnapped the villain Vermin, who Kraven also used during he and Spider-Man's most dramatic encounter, and injected him with a serum that caused him to multiply. They were used as a diversion against Spider-Man.
When Kraven's hunt failed, the Vermin escaped into the New York subway system.
