Civic-Minded Five are an one-shot team that appeared in "The Tick" issue 9, and a recurring team in the cartoon series.

The Tick (1988) #9 Road Trip
How the team was founded was never revealed. They went to Deertown after Fernslinger was attacked by the Chainsaw Vigilante. Upon encountering the Vigilante, they attempted to apprehend him. However, the Vigilante managed to wound all of them.
In the animated series, the Civic Minded Five consisted of Four Legged Man, Captain Mucilage, Carpeted Man, Jungle Janet, and Feral Boy. They first team up The Tick and Arthur to take down El Seed, and they meet each other again, to defeat The Proto-Clown, and a third time to defeat Baron Violent.
