Dark Judges
The Dark Judges are undead lawkeepers from an alternate universe called Deadworld, who believe that since all crime is committed by one demographic, the living, that life itself is a crime. After killing all life on their world, they sought to travel to Mega-City One and do the same there.

Once human, but turned into supernatural creatures by the Sisters of Death. They decided that all life was a crime and murdered everyone on their world before invading other dimensions and exterminating life there.
Judge Death is the arch-enemy of Judge Dredd and appears in 2000AD and the Megazine.
