In mid-2013, it was announced that Jeff Lemire and Mike McKone would become the new creative team of Justice League of America following the conclusion of Forever Evil and would retitle the book as Justice League of Canada for an arc which would lead into something bigger down the line. After the initial announcement, plans were changed and instead of retiling Justice League of America, DC decided to cancel the title and launch Justice League United as its own stand-alone title, still starring the originally planned Canadian based Justice League team.

The roster consists of Martian Manhunter, Stargirl, Animal Man, Green Arrow, Adam Strange, Supergirl, Hawkman and the newly created Equinox. Lemire created Equinox to be a character that represents the Cree natives of Canada. While researching Cree culture, Lemire took many trips to the Cree community known as Moose Factory where he would study, teach children art classes, and get input from Cree community of what they'd like to see in a character that represented their culture.
