Doom's Shadow
Following Doctor Doom's deposing as Sorcerer Supreme and World Emperor, the United Nations passed the Superhuman Borders Act, which stopped anyone with superpowers or advanced technology from entering Latveria to help stop the civil unrest. Fury used this opportunity to create a new SHIELD task force of enhanced soldiers, which were exempted from the Superhuman Borders Act. This included Ramos.
He was made a member of a task force led by Captain America to covertly enter Latveria and secure Doom's secret weapon. When Cap found evidence of a mass grave that Latverian revolutionary, Salvation, was responsible for, Cap led some of his team after him, including Ramos. Salvation, who had powerful armor, was able to overwhelm them at first. Ramos decided to stay with the wounded civilians while Cap chased after Salvation.
After Cap found the true secret weapon, a young clone of Doom, he was forced to protect it from the Red Hulk. While the chase ensued, Red Hulk knocked over a tower which Cap dove under to protect a child who was in the way. Ramos eventually arrived and lifted the debris revealing the surviving boy and a deceased Captain America.
