The Punisher versus the Pentagon! Frank Castle is swept into a plot involving a nuclear submarine when he acts to a protect a whistle blower.

Punisher must protect an engineer who is providing evidence against his own corrupt employer, submarine maker Underwater Boats. As the mafia and Underwater Boats' agents close in, Punisher and the whistle blower must secure the only existing copy of the evidence in order to shut the corrupt business down.
