Will Werewolf by Night defeat Sarnak to save his sister and the city of Los Angeles before the Legion of Fear can destroy it?

The Werewolf and Lissa Russell, the sister of his alter ego, Jack, are chained in a pit in the sewers populated by Sarnak and his army of scarred outcasts. The Werewolf pulls his chains from the wall and leaps toward Sarnak, but is overcome by the high frequency sonic wave from the villain's "control whistle". Sarnak then explains to Lissa the present situation: he was a brilliant sound engineer, but, delving into music piracy, was scarred while escaping the authorites. He was then hired by the Committee, a cabal of businessmen. They intend to initiate a reign of terror designed to stir the complacent populace into greater consumption despite the poor economy.

Later that day, Lt. Lou Hackett investigates Sarnak's assault in Century City, while, elsewhere, Jack's step-father, Philip is accosted and abducted from his home by two Committee thugs.

Meanwhile, Jack, back in human form, climbs from the pit and overwhelms the sole guard watching them. Jack promises Lissa he'll return with the tools to free her. He makes his way to the Venice home of his friend Buck Cowan. After resting, Jack asks Buck to contact an acquaintance who is a sound engineer, to obtain something to combat the effects of the sonic whistle.

At the same time, Sarnak's troops execute a quick terror strike in downtown L.A., then return to the sewers when the police arrive.

Dusk arrives, and Jack transforms, then returns to the sewers with a device called a "sonic screen" strapped to his arm. Now, able to withstand the whistle, the lycanthrope finds and easily defeats Sarnak, crushing the whistle. As the Werewolf goes to rescue Lissa, Sarnak's armies shrug off his control, and beat their former master to death. Sarnak, now unmasked, is revealed to be handsome, scarred only on his hands and his soul.
